Is Echelon's Existence Justified? ….Sept.14.2001

Due to many recent emails and inquiries about the upcoming Jam Echelon Day, we have sent out the following statement to our fellow sponsors and critics.

(begin text)

We who have organized the Jam Echelon 2001 protest feel the same shock and grief at the dastardly attack launched on the World Trade Center as all Americans. Our efforts have never been anti American, and they arent now. In fact, our efforts have always been more assertively American in character than the behavior of those who complacently sit by and watch their freedoms and privacy eroded by the government.

Now, more than ever, a line must be drawn and acknowledged beyond which it is unacceptable for the government to go. For that reason, we will continue with our efforts and perhaps focus them to more specific and immediate goals as well.

In a time where anything short of blind trust and faith in the good will of the government is looked upon as an unpatriotic act we can only ask you to consult the lessons of history to see that freedoms are sacrificed on the alter of patriotism and religion regularly.

Within 48 hours of the attack in New York and Washington a concerted effort has been launched to install more surveillance software domestically and inhibit our rights to use un-compromised encryption technology. If these freedoms are surrendered, they will never be reclaimed.

Our hearts go out to the victims of this disaster. It is in their name and spirit that we continue to fight to maintain Americas freedoms.

Mission Statement

The primary goal of Jam Echelon Day 2001 is to raise public awareness of the existence of Echelon and stimulate scrutiny of the world's government agencies that operate it.

We are offering substantial resources for people to educate themselves about Echelon and what it is capable of. This is an educational campaign sponsored by concerned netizens that value personal privacy and firmly believe that everyone has a right to privacy without government intrusion.

The 2001 „Jam Echelon“ campaign has kept the name of it's 1999 predecessor both to honor a great idea and to state an ideal. We acknowledge that the current level of technology being utilized by the Echelon group far exceeds our ability to actually impact it in this manner. We do not intend, nor do we encourage attempting to overload Echelon's surveillance systems with spam.

In the past, different organizations and individuals have sent out mass emailings using „keywords“ designed to trigger Echelon's filters. In reality, it is unknown if this tactic actually jammed up Echelon's systems but it is likely that this would only produce an abundance of Echelon related spam and be counter productive. It is our opinion that more can be accomplished by sending people to one of the Jam Echelon mirrors for information.

Our recommendation for action on October 21st is for you to email everyone on your personal mailing list informing them of the existence of Echelon. Then, direct them to one of the „Jam Echelon“ sites for further information. Include some of the „keywords“ in your email; it can't hurt. Who knows? We might get lucky.

An informed populace is an empowered populace.

Global Monitoring System, ECHELON, has its day. Jam Echelon Day October 21st

THE INTERNET - July 25, 2001 - A large group of individuals in the Global Internet Community have set out to bring attention to the communications monitoring system known as ECHELON.

Two years ago, when this idea was launched, the existence of ECHELON was denied by all of the participating agencies. Now with the recent issuing of the report by the „Temporary Committee on the ECHELON Interception System“ its existence and invasive practices are no longer in doubt.

We are urging all persons who utilize any form of global communication to inform their circle of friends regarding ECHELON and its monitoring of all email, telephone and fax communications in Europe. Along with this we are urging the inclusion of as many 'trigger words' within those communications as possible.

To this end, we have established a primary web site at: https://cipherwar.com/echelon and numerous mirror sites around the world to help educate people about ECHELON and what it really means to the Global community at large. (Partial list of site locations below.)

October 21st has been designated „JAM ECHELON DAY“ and on that day we are encouraging email messages to be sent out in great numbers, containing as many 'trigger words' as possible. (There is a list of 1700 on the web site.) While the goal of „jamming up“ ECHELON is a lofty and likely unattainable one, is it not better to signal displeasure at being monitored than passively allow it to happen? We think so.

Now is a chance for anyone, regardless of computer expertise, to become an instant hacktivist - and all you need is your regular email program and the desire to stand up and count.

After October 21st, we ask global netizens to merely stop censoring themselves for fear of scrutiny. If the bulk of monitored hits becomes too great, the effectiveness will drop to the insignificant. A proverb from Madagascar states; „Cross the river in a crowd and the crocodile won't eat you.“ Although that may not be completely true, we invite you to join us.

What this is all about:

From a report to the European parliament:

„Within Europe, all email, telephone and fax communications are routinely inter-cepted by the United States National Security Agency, transferring all target information from the European mainland … to [The headquarter of NSA] … a global sur-veillance system that stretches around the world to form a targeting system on all of the key Intelsat satellites used to convey most of the world's satellite phone calls, internet, email, faxes and telexes. …unlike many of the electronic spy systems de-veloped during the cold war, Echelon is designed for primarily non-military targets: governments, organizations and businesses in virtually every country… Five nations share the results with the US as the senior partner … Britain, Canada, New Zealand and Australia are very much acting as subordinate information servicers.“

While the goal of „jamming up“ Echelon is a lofty and likely unattainable one, is it not better to signal displeasure at being monitored than passively allow it to happen? We believe so. Privacy should not be something that's considered only after it's been breached. This website was created with a dual purpose. The first is obviously to inform people about Echelon's existence and what things they can do (in theory) to „jam it up“, either by sending widely-known „trigger words“ or (better yet) not allowing themselves to be subjected to random, anonymous eavesdropping by foreign powers. The secondary purpose of the site is to provide links to information and software that does just that - allows people to secure their email, networks, and operating systems with good practice and cryptographic software of such strength that easy decryption in a reasonable timeframe is not possible for any eavesdropper.

All we are asking you to do is inform your friends. Send them an email on October 21st telling them about Echelon, and by all means include a few, or all, of the „trigger words“ from the list. Of course, using them on a regular basis is even more effective.

The European Union discovered that there was little that they could do to address the abolition of Echelon. They issued their report to the World, folded their tents and went home. Well, if Echelon won't go away and won't cease intruding on our privacy, then the least we can do is help them out by making sure they have plenty to do.

A note and a nod. This page was built upon the prior work of others. In 1999 „Jam Echelon Day“ was conceived and launched. The concept was theirs as is some of the content on this page. I just want to say thank you to them for a great idea and a good beginning.
